Can someone please explain when to determine whether a series has an infinite number of significant figures?

My master laboratory indicate that 7 x 10 ^ -3 has infinite significant figures. My question is why is this the case?

It really depends on the location where does this figure. If 7 x 10 ^ -3 is a constant with a theoretical origin (eg, a conversion factor between two units), then has infinitely significant. If this is the result of an act, letter of 7 x 10 ^ -3, then it has only one significant figure.
