I doubt we would have much effect on oil prices … The problem with this type of weapon is the acceleration needed for the payload – would survive by 35 to 85 g of force, requiring curing (And to add additional weight) to a satellite. And the system would be useless for human spaceflight (which means jellly spotted an astronaut?). Probably better investment would be a space elevator ….
